このHDDをプライマリーのマスターにつけて、Win XP Proをインストール
する際にCドライブに全ての領域を割り当てようとしたら（パティーション
は切らず）なぜか８Mだけ未使用の領域となってしまいます。
何度やり直しても同じ結果でした。
しょうがないのでそのままインストールしました。インストールは
問題なく済み普通に使えますが、スキャンディスクをする際に毎回
同じ所で止まってしまいます。
この原因がわかる方がいれば、ご教授いただけないでしょうか。

正常です。
これは、将来ドライブをダイナミックディスクにアックグレードする時に備えて作られる、作業領域です。
この領域を作らないようにするには、 Windows 2000,XP 以外の環境からパーティションを設定してください。（ただしその場合はダイナミックディスクにアップグレードできなくなる恐れがあります)

そうです。XPの場合は再起動したときに実行されますよね。

Seatoolという診断ツールを見つけて実行しました。
Disk 1 Surface TestでFAILEDという結果が出てのですが・・・

seagateのテクニカルサポートに電話してseatoolの結果を伝えると
「交換」だそうです。購入した店（ツ○モ）に連絡してみます。
このHDDは、今年の２月に買って二台目ですが、半年で逝くなんて
まさにハズレを引いてしまいました。
発売直後に買った一台目は１年以上立ちますが、ほとんどつけっぱなし
にして何の問題もなく動いてます。
それよりHDDの余りが一個もないのにどうしよう....
